My Honest Take#
Food: Penang Wins (It's Not Close)
KL has excellent food — nasi lemak at Village Park, the banana leaf rice on Bangsar, Jalan Alor at midnight. But Penang's hawker culture is in a different league. The char kway teow at Sister's, the assam laksa at Air Itam, the rojak at Gurney Drive — these stalls have been perfecting single dishes for generations. In KL, you eat well. In Penang, you eat historically.
Getting Around: Depends on You
George Town's UNESCO zone is walkable — I do 8-10km days without thinking about it. KL is not walkable in the same way. The LRT and MRT are excellent, but you'll Grab between clusters. If you hate depending on transport apps, Penang is easier. If you like efficient public transit, KL's metro system is surprisingly good.
Culture: Different, Not Better
Penang's culture is layered — Hokkien, Peranakan, Indian, Malay, and colonial British, all compressed into a few square kilometers of shophouses. It rewards slow exploration. KL's cultural highlights are more spread out: Batu Caves is impressive, Kampung Baru offers authentic Malay culture, and the Islamic Arts Museum is world-class. KL feels like Malaysia's future; Penang feels like its memory.
Budget: Penang is Cheaper (Especially Food)
A hawker meal in Penang runs RM 6-12. The same quality meal in KL is RM 10-18. Accommodation is where KL catches up — you can find great deals on hotels because there's more supply. But overall, Penang is 20-30% cheaper for a comparable experience. The biggest savings are in food and transport (walking is free).

Do Both!#
Most Malaysia itineraries include both KL and Penang. Fly into KL for 2-3 days, then take a 1-hour flight or 4-hour drive to Penang for 3 days. It's the perfect combination of modern and historic Malaysia.
When NOT to combine
If you only have 3-4 days, pick one. Splitting a short trip between KL and Penang means losing a travel day and barely scratching the surface of either city. I'd rather you spend 3 full days in Penang eating your way through George Town than rush through both with a checklist. Quality over quantity.
If You Have 5-7 Days: Do Both#
This is what I tell most visitors. The KL-Penang combo is the ideal introduction to Malaysia.

Petronas Towers, Jalan Alor night market, Batu Caves. Stay in Bukit Bintang for walking access to everything.
Travel Day
Morning flight to Penang (1hr, from RM 80) or scenic drive (4hrs via the old trunk road through Ipoh — worth the detour for pomelo and white coffee).
